- Entrance Requirement
There are no formal entrance requirements. Applicants are expected to have language and literacy skills equivalent to Level 2 and numeracy skills equivalent to Level 1 of the Certificate of General Education for Adults to enable them to complete most courses.
Courses are designed for
- Adults with busy lives
- People who have been absent from the workforce for a time
- People wishing to refresh or acquire new skills
- People from non English speaking backgrounds
- People leaving secondary school (in particular early school leavers)
All applicants must apply directly to MHLS.
Applications are open all year round.
Come to the office at Visy Cares Learning Centre 3-13 Hudson Circuit Meadow Heights between 9:30 am and 4:30 pm Monday to Friday fill in an enrolment form, alternatively, call 9301 9200 and ask for an enrolment form to be posted, faxed or emailed, and return it with your payment. Class places are confirmed once payment is received. We accept cash and cheques (no EFTPOS).
Classes will only proceed if there are enough enrolments. Refunds will be given if classes are cancelled for this reason, or if enrolment is cancelled with prior notice (see our refund policy).
Applicants without the specified educational prerequisites may be eligible to enter courses if you have relevant work experience and/ or can demonstrate your potential to successfully complete your chosen course. Applicants will be contacted prior to the commencement of the course to advise of interview times, information sessions or other requirements.
- International / Non Australian Residents
International / Non Australian Residents applicants need to obtain separate information on the programs available at MHLS.

- Tuition Fees
Concession and Profile Fees:
These fees are State Government Subsidised Places calculated at a rate of $1.35 per nominal student contact
hour of teaching (Profile) with the minimum fee of $55 and a maximum charge of $860 per year in 2008. Students eligible for Concession or exemptions pay the minimum fee. Discounts on tuition contributions were available to those receiving government benefits, pensions or allowances and holding one of the following cards:
- Commonwealth Health Care Card
- Pensioner Concession Card
- Veteran's Gold Card
Full Fee Paying Places:
Some places are available on a fee paying basis and these students are required to pay the complete cost of their course. Fees vary depending on the course and costs are listed in our current term brochure.
Commonwealth Government Subsidised Places:
The Adult Migrant English Program provides 510 hours of FREE tuition to eligible migrants. Special conditions apply.
Aboriginality & Torres Islander Heritage:
To be considered for exemption of tuition fees applicants must first establish Aboriginality or Torres Strait Islander status as for eligibility for ABSTUDY assistance.
- Student Services, Amenities and Materials Fees
All students pay a student services and amenities fee and a materials and ancillaries fee. Amenities and Materials fees are charged to cover basic materials and facilities. Some courses require additional materials at cost. These are charges everyone has to pay each year and there are no discounts or concessions available.
- Fee reductions
These are for people who will experience severe financial hardship if they pay the full tuition and other fees. Please ask our friendly office staff for an application form.
- Refunds
If you wish to withdraw from a course or program for any reasons, you must do so in writing to be considered for a refund minus an Administrative Fee.
- If notice is given at least 5 working days prior to commencement of the course there will be no charge for withdrawal; however, a 10% administration fee will be imposed.
- If a concession or profile student withdraws from tuition within the first 40% or 4 weeks (whichever is sooner) of the start of a course then a pro rata refund of tuition fees will be granted.
- MHLS will only refund tuition fees if a class is cancelled by the service due to insufficient numbers.
- No refunds will be given for withdrawal after four weeks of course/ semester commencement. Any unpaid fees will remain outstanding.
| RECOGNITION OF PRIOR LEARNING / RECOGNITION OF CURRENT COMPETENCY | ![]() |
MHLS is committed to Recognition of Prior Learning (RPL) and Recognition of Current Competency (RCC). Where skills and knowledge you have acquired through prior study, life and work experience are assessed as matching the unit of study's content, you will receive an ungraded pass. Further information can be obtained from Reception and at the first session of your course.

We offer you a range of study options including full-time and part-time; on campus or off campus; workshops; workplace delivery; traineeships; apprenticeships; distance education; and flexible education.
Assessment is competency based. Reassessment is available on appeal. Further information is available from the respective tutor.
Some tutors may be able to offer flexible learning and assessment services that take account of your specific educational background, experience and needs. Further information is available from the respective tutor.
- Language, Literacy and Numeracy Support
Study support is available to all students through computer equipped study labs or individual appointments, tutors assist you in studying; preparing, researching and writing assignments; and improving language, literacy and numeracy skills. - New Apprenticeships
What is a New Apprenticeship?
A New Apprenticeship is the combination of traditional apprenticeships and traineeships into an exciting, flexible program that has benefits for both employer and apprentice/ trainee. The New Apprenticeship program is competency based so that apprentices/trainees can complete their training in more or less time than the previous time-based system. The training can be on-the-job at the workplace, off-the-job at a TAFE institute or private provider or a combination of both.
How do I get a New Apprenticeship?
The first thing is to find an employer or a group training company willing to employ you under the New Apprenticeship scheme. Once you have found a position, your employer will need to contact a New Apprenticeship Centre (NAC) to organize all of the agreements and the training component.
Where do I look?
There are a number of ways to look for a New Apprenticeship. You can contact employers directly (cold canvassing); visit a New Apprenticeship Centre (NAC); contact group training companies; look in the employment section of newspapers; visit CENTRELINK; register with a number of employment agencies or use personal contacts- ask relatives and friends.
